In a presentation to the audience, Stanton described his office as 'keeper of the records and the collector of the fines, fees and costs' for the county's General Sessions Court and said the criminal division of the court handles about 100,000 cases annually. A person can have more than one case in the court. Of those cases, 70 percent resulted in suspended licenses related to the charges, said Shawna Vanhooks, finance manager with the Clerk's Office. The Driver's Assistance Program, known as DAP, is an option for people whose licenses have been suspended due to unpaid court costs or fines from misdemeanor citations in Shelby County General Sessions Court. 'The program is aimed at helping drivers driving on suspended or revoked licenses regain their driving privileges,' said Vanhooks, who is also program coordinator. Vanhooks said the program has helped about 300 people since it was launched in March. 'There's a lot of people driving on suspended licenses that either don't know it or don't care to get it back because they don't know that they can be helped,' Vanhooks said. 'We're trying to break the cycle.'
For drivers like Robinson, taking the first step to figure out how to get a license back is often overwhelming. 'It's a very intimidating thing,' he said. 'You're perceived to be bad in the beginning, and that hinders you from interacting anymore.' A license can be revoked or suspended for a variety of reasons in Tennessee — forgetting to pay a traffic ticket or receiving a misdemeanor citation are just a few examples. 'A lot of people don't realize it doesn't have to be a driving-related charge,' Vanhooks said. Many people become discouraged by the seemingly astronomical court costs or aren't aware their licenses were suspended because the letter of notice was sent to an address they no longer reside in, she said.
With the DAP program, eligible drivers work out a contract with the Clerk's Office and make a down payment based on a percentage of the total amount owed. The down payment is usually 10 percent of the total amount, Vanhooks said.
From there, the individual works out a monthly payment plan and the Clerk's Office provides him or her with release papers to take to a driver's license reinstatement center.
